The experienced 35-year-old joined Spurs from Southampton last summer and has featured 21 times.
Fraser, whose most recent England call-up came in March, told the club website: "I have loved my time here so far and am delighted to extend that.
"It has been fantastic working for the new manager, Ange has come in and everyone loves him - you can see the atmosphere in the stadium and what we are producing.
"It is great to be a part of that and great to help the team anyway I can."
