Dr Keegan resigned from council effective April 9. It is understood he has also retired from his Taree medical practice.
He was first elected to Greater Taree City Council in 2008 until the merger of Greater Taree, Great Lakes and Gloucester councils in 2016. He was then elected to MidCoast Council in 2017.
Mayor West said Dr Keegan contribution to the Mid Coast region was "significant".
"He was a strong advocate for environmental, wellbeing and financial issues, as well as being a supporter for the establishment of council's audit risk and improvement committee," Cr West said.
"He raised issues on contract and finance matters and he helped uncover a number of issues within council.
"Had it not been for his astute application to this area, these sorts of things can pass by a council. I took great strength from his analysis.
"On behalf of the Mid Coast community, staff and councillors, I extend sincere thanks and gratitude to Cr Keegan for his contribution to the region."
Cr Keegan is the second councillor to resign from the current MidCoast Council. In March, Cr Jan McWilliams, a former mayor of Great Lakes Council, announced she was retiring after 30 years in local government.
