Mitchell will be looking to win a second successive premiership on Sunday when he lines up for the Sydney Roosters against Canberra at ANZ Stadium.
The Taree Red Rovers junior has been in the Roosters' system since 2015 when he played SG Ball (under 18s). He played Australian Schoolboys in 2014 while attending Chatham High School.
Mitchell represented NSW and Australia last year but lost his place in the Blues side after the loss in the first match this season.
The 22-year-old was also the leading points scorer in the NRL this year.
He amassed 261 points from 23 games, while his 19 tries was second only to Parramatta's Maika Sivo, who scored 22.
Mitchell's team-mate at the Roosters, Old Bar's Boyd Cordner was a nominee for the captain of the year, but this went to Melbourne's Cameron Smith.
Cordner is the incumbent NSW and Australian captain.
