"We will plan for a competition with a minimum of six clubs and a maximum of 10,'' he said.
"We would be confident of getting close to the optimum.''
Criteria for the competition will be formalised by the FMNC board this week. Four clubs - Taree, Tuncurry-Forster, Wauchope and Camden Haven formerly involved in the Football Mid North Coast Premier League would be expected to nominate. Mr Parsons said the other places would be taken by clubs from the zone's southern and northern leagues.
Wingham, the Southern League champions, have already expressed an interest.
Mr Parsons said he hasn't heard what other clubs might nominate.
"That's up to the clubs to decide,'' he said.
However, the said the competition would also act as a pathway for the newly formed Coastal Premier League.
Football Mid North Coast will have five clubs involved in the Coastal Premier League, along with five from Football North Coast.
Four of the clubs, Port United, Port Saints, Kempsey Saints and Macleay Valley, are from the Hastings-Macleay areas, with Wallis Lake the sole representative from the southern end of the zone.
Mr Parsons said the board would consider adding a youth league grade to the new premier league.
He said this could be under 18s with provision for some older age players to be involved.
