A decision was to be made at last night's training sessions as to whether the club would field a reserve grade for Sunday's game against Port City at Port Macquarie.
"It didn't look good at training on Tuesday night - we had three first graders and a handful of reserve graders,'' coach Todd Bridge said yesterday.
"Having to forfeit isn't a good look for our club,'' he added.
"It's been a disappointing season. Two years ago we had four strong grades, but we've struggled for players all season.''
This has been Bridge's debut season as a first grade coach.
"But I haven't done much coaching - I've spent most of the year chasing players,'' he said.
The Bulls didn't field an under 18s this year, and it one stage it appeared they wouldn't have enough players for two senior grades until there was an influx just before the start of the competition-proper.
Injuries have also played a part in the club's struggles. Two more players, Toby De Stefano and Rob Mason, were hurt in last week's loss to Wingham.
The Bulls will finish commitments for 2019 next weekend with the game against minor premiers Macleay Valley at Taree.
