One of the 14 contenders, Jennifer Yang, said she will ban councillors from drinking on the job if she wins an upcoming mayoral by-election, sparked by Mr Doyle's resignation in February.

Her proposal follows an independent investigation which in March found Mr Doyle groped and tried to kiss town hall colleagues after drinking substantial amounts of red wine.

"A lot of people believe this is just the tip of (the) iceberg. There's a lot of cultural issues we need to address," Ms Yang, a former Labor senate candidate, told a panel discussion on Thursday.

Glossing over the role alcohol played in developing a "toxic" town hall culture would be to ignore what's happened, she added.

But other candidates criticised the booze ban idea, with broadcaster Sally Warhaft labelling it "very superficial".

"It's not only you're suggesting a ban of alcohol after council meetings but at all events involving councillors," she said.

Greens councillor and candidate Rohan Leppert said having a lord mayor direct personal behaviour would be "an instant recipe for being completely ineffective".

Candidates at Thursday's meeting included pollster Gary Morgan, who pledged to exhume thousands of dead bodies from an old cemetery beneath Queen Victoria Market to make way for an underground car park.

"I'm going to exhume the 6000-plus unmarked graves for DNA analysis and I'm going to allow the descendants (to) decide where they (the bodies) go," he said.

The panel, including former city councillor Ken Ong and Property Council of Victoria boss Sally Capp, also discussed whether the full report into Mr Doyle's behaviour should be made public.

The Ian Freckelton QC investigation upheld four allegations brought by councillor Cathy Oke and her former colleague Tessa Sullivan.

It found the then-mayor grabbed Ms Sullivan's breast in 2017 when the pair were in a chauffer-driven mayoral car.

Mr Doyle also put his hand on Ms Oke's thigh several times in 2004, and tried to kiss her following a meeting in either late 2016 or early 2017, the report found.

It added the incidents occurred after the mayor had drunk "substantial amounts of red wine".

The scandal prompted the City of Melbourne to review its councillor code.

The Victorian Electoral Commission posted the last of the mayoral by-election ballot papers on Thursday, with voting due to close on May 11.
