In his right of reply at the end of the debate Cr Hogan took aim at Cr Epov, saying that he had acted in his "usual inimical manner" while "using rhetoric" through the meeting.
"I never received the respect that I am due from you Cr Epov, you are a one man band who beats a loud drum but has no substance," Cr Hogan said.
Cr Hogan also discussed Cr Epov's role in the Manning Alliance which he has used as a vessel to vocally oppose the SRV.
Cr Hogan said that it was untrue he was acting just as a concerned citizen.
"You're the chairman of an activist group that opposes the consideration of a special rate variation," he said.
Cr Epov called it a "personal attack for using eloquence."
In a press statement released on Thursday morning, Cr Epov said "things are really becoming very primitive and farcial."
"Is having the ability to express one's self to be decried and a heinous crime. I always thought it was a good thing to have oratory skills, and be able to explain one's self clearly."
