The clubs this week requested association secretary Craig Rees put in place a competition framework and this be presented to the March 14 planning meeting.
Mr Rees this week tabled a proposal to start a Super League at a Mid North Coast Cricket Council meeting.
Mr Rees first revealed the proposal in the Times on November 1.
"The idea was warmly received by the delegates and the executive of the council, who have agreed to a possible start in one form or another in the 2014/15 season,'' he said.
"I envisage that the Manning would supply three teams to the competition - Manning Coastal, Manning City and Manning Highlanders. These teams would need to be split on a geographical basis, with all clubs maintaining independent lower grades.''
Mr Rees said this would allow the better cricketers in each area the opportunity to play in a stronger competition.
"We know that at the moment good clubmen are playing in first grade just to help their clubs field teams,'' he said.
"These guys have done their bit and should be in second grade helping assist the development of future first graders.
"Our numbers are also affected by the lack of job opportunities and the need for our young people to move away for work or to attend university.
"As I stated at the council meeting, we can sit here and procrastinate on the negatives or we can be proactive and move forward and get a strong regional first grade competition up and running.''
