Hunter New England Population Health public health physician, Dr David Durrheim said two of the cases in the Mid Coast are "mystery cases" and are unlinked.
"The transmission that we see was all in social or family groups," Dr Durrheim said.
Dr Durrheim urged the people of the Mid Coast to stop congregating and to get vaccinated.
"This is an important lesson for all of us. If we congregate, the virus rapidly spreads."
The Mid Coast LGA has now recorded 61 COVID cases since the HNEH outbreak on August 5.
