Fines of more than $100,000 will be issued to people who attended two gatherings in regional Victoria over the weekend.
Victoria Police Chief Commissioner Shane Patton said 19 people would be issued with a $5452 fine for breaching COVID-19 guidelines by attending gatherings in Warrnambool.
He said there had been thousands of reports of people not complying with COVID restrictions across the state.
"We have seen large levels of non-compliances in terms of both public and private gatherings and that's a serious concern," Chief Commissioner Patton said.
"The Chief Health Officer put these guidelines in for a reason - to stop transmission, to stop convergence of people and we will do everything we can to support them.
Chief Commissioner Patton said there were two gatherings in Warrnambool that police attended.
"A couple of those gatherings were down in Warrnambool," he said. "Down there we had 16 people at one gathering.
"I think it's certainly alarming for us that we've seen an escalation in terms of private gatherings," Chief Commissioner Patton said.
"There's a lot of people out there who aren't doing the right thing in terms of the guidelines."
He urged members of the public to report people who were not adhering to the lockdown rules.
