On Friday, April 23, detectives arrested a 22-year-old man at a Taree home. A 25-year-old man was also arrested at Lake Munmorah (Central Coast).
Officers seized electronic devices, which will undergo forensic examination.
Both men were charged with use carriage service to menace, harass or cause offence.
Both were given strict conditional bail, with the older man due to appear at Wyong Local Court on Wednesday May 12.
Inquiries are continuing.
Earlier this week, city media reported Instagram will soon launch new controls in Australia to help high-profile athletes block abuse.
