The 94-year-old occupant has moved into his new home at Rainbow Flat, which MidCoast Council's Paul De Szell said is a 'landmark' in bushfire recovery across the region.
The fires destroyed 128 homes and damaged 72 more.
Council established a taskforce soon after the bushfires to provide proactive assistance and advice for impacted property owners.
The first property to be completed was supported by the taskforce with DA approval, timely inspections and a speedy issuing of the final occupation certificate.

"We have approved applications for another 17 homes and 14 other structures to support our community to rebuild after the 2019 fires," Mr De Szell said.
Anyone who has yet to start the rebuilding process is encouraged to get in touch with council's taskforce to discuss their options.
"As a community, we've worked side by side as we recover from this event and we've begun to develop resilience measures to better equip us to deal with such a disaster should it ever recur," Mr De Szell said.
Council encourages those who have been impacted by the fires to continue to access resources from NSW and Australian government agencies and charities.
"Keep an eye on our Recovery website page - it's continually updated with support for those recovering in many ways - physical property and business rebuilding, mental health support and much more," Mr De Szell said.
This year's fire danger periods has begun and the NSW RFS urged every home on the Mid Coast to make sure they have a bushfire survival plan, agreed by all members of the household.
