Junior league president Warren Blissett from Forster-Tuncurry hoped to contact the senior league this week.
Mr Blissett is also on the management of the senior league.
There appears little chance of a senior league competition going ahead this year, with only three clubs showing an interest. Group Three Junior League aims to start competitions on Friday July 17 and Saturday July 18.
"I'll contact (Group Three chairman) Wayne Bridge to see if there's any interest in us taking on the under 18s for this year only,'' Mr Blissett said.
Mr Bridge said he would be happy to talk to the juniors. He said the senior league would do anything it could to assist, but added ultimately it would be up to the clubs and the players to decide if they wanted to go ahead with the proposal.
"There was some talk about playing the 18s on Friday nights in conjunction with the girls' league tag games,'' he said.
Group Three senior league takes in eight clubs from Forster-Tuncurry to Kempsey. However, Kempsey junior league plays in Group Two.
