Manning Great Lakes Police District officers launched an investigation into alleged breaches of the Public Health Act 2010 (NSW) at Mitchell's property near Taree.
The breaches came to light after Melbourne Storm player Josh Addo-Carr posted photos on Instagram which showed himself, Mitchell and others at a large gathering.
Other photos and videos posted on social media showed the group shooting guns and riding dirt bikes at South West Rocks.
Following an extensive inquiry Mitchell, Addo-Carr and Newcastle Knights player Tyronne Roberts-Davis, who was pictured with the group at South West Rocks, were issued with penalty infringement notices on Monday April 27.
Inquiries will continue to identify the other people in the group while investigations will continue into potential firearms offences at Mitchell's property.
The current social distancing laws prevent non-essential travel and mass gatherings.
The NRL described the breaches as "disappointing" and "unacceptable". There is yet to be a decision from the NRL on further sanctions.
Both Mitchell and Addo-Carr posted videos on their Instagram accounts to explain their actions and apologise.
