The protesters, members of the 'No MidCoast Council move to Masters' group, held signs emblazoned with phrases such as 'hear the people', 'listen to the community', 'MCC roads not Masters' and 'stop Masters madness'.
Cr Jan McWilliams was in attendance but wasn't an active participant in the protest.
The rally was held before a Hunter Central Coast Regional Planning Panel hearing at the Taree MidCoast Council chambers.
The hearing will look into council's development application to approve the change of use and fitout of the centralisation of its administration to the Biripi Way premises.
It will be open to the public and begins at 1.30pm.
