MidCoast Mayor, David West, who served with John on Greater Taree City Council, said John gave his heart and soul to the community.
"He lived a life that was fulfilled and he will be sadly missed," the mayor said.
"A lovable rogue, when there was a job to be done he was deadly serious.
"His marketing skills were exceptional, as evidenced by his time as manager of Manning Mall."
A statement from MidCoast Council said everyone at council was saddened to hear of John's passing.
"John was a larger than life character who dedicated much of his life to serving the community," the statement said.
He began his civic career with Taree Municipal Council in 1977 and saw many big changes during his time, including the amalgamation to become Greater Taree City Council.
He became deputy mayor of GTCC in 1999 and served as mayor following the death of Mick Tuck in 2003.
"John served council with dedication across three decades and MidCoast Council sends its deepest condolences to his wife Carol, their children and grandchildren and the extended Hackney family."
