The two day event will be held on January 18/19 at Taree Recreation Centre.
Between 70 and 80 boys and girls teams will contest the under 10s, 12s, 14s, 16s and 18s age divisions.
Selectors will use the under 14 to 18 games as trials for selection in Northern Eagles sides for next year's State regional championships.
Northern Eagles Region covers the North Coast and New England areas, although some teams from outside are also able to attend.
"We must be doing something right to get it back for a third year,'' Taree Touch president Graham Goodwin said.
Next January's matches will be played on the hockey/little athletics section of the recreation centre due to the poor condition of the touch fields.
"We will need eight full sized fields and three mini fields and we can fit them in there,'' Mr Goodwin said.
