Council chairman David Burley has called on all clubs involved with the Premier League to help fill 10 vacant positions.
The special general meeting will elect unfilled office bearer positions.
It will take place at Laurieton United Services Club on Monday, June 17.
All teams wanting to play in the Premier League next season must send two delegates to the meeting.
At the council's annual general meeting last month, David Burley (chairman), Craig Lobegeier (deputy chairman and North Coast delegate), Kate Jackson (secretary/administration), Phil Ranger (North Coast delegate) and Bob Hogan (patron) were elected to their roles.
With John Minihan and Harry Brady stepping away, the council needs a new treasurer and publicity officer.
The rules, fixtures and selection committees will also be filled.
After the meeting, the council will call for club nominations to contest the Premier League.
The meeting will also cover the development of a draft selection criteria for new clubs wanting to nominate for the top grade.
The Regional Big Bash tournament, to be held in Armidale in October, is also on the agenda.
Nine clubs took part last season where United won their maiden title in a thrilling final against Wauchope RSL at Chatham Park.
