Proposed changes to the Police Offences Act, which will make it illegal for outlaw motorcycle gang members to associate with each other and wear their club colours in public, were presented for public consultation on Thursday.

The Rebels and Bandidos gangs - two of the biggest in Australia - held their national rides and gatherings late last year.

Police say there are 269 gang members in Tasmania, with numbers rising.

"We need to make every effort to make their life difficult," Assistant Commissioner Glenn Frame said in Launceston.

"Other states have introduced significant legislation around the wearing of colours and consorting.

"If we don't introduce this legislation it's highly likely we'll become a safe haven."

Queensland and NSW have tough bikie laws, which were criticised for impinging on personal freedoms.

But Mr Frame said Tasmania's proposed changes were "well-balanced".

"This is not discrimination," he said.

"We've learned the lessons from other states to make sure it's what we think is fair and reasonable.

"People see them (bikies) on their toy runs. They donate to charities and so forth.

"It's a good business model to sell the message that they're good corporate citizens.

"The reality is they're organised criminal enterprises."

The legislation has been strongly backed by Tasmania's Liberal government, re-elected on a tough-on-crime stance in March.

"Nationally, addiction to 'ice' has fuelled the spread of bikie gangs and international crime syndicates," state Police Minister Michael Ferguson said in a statement.

"Strong actions like this against those who peddle drugs will send a strong message that this will not be tolerated in Tasmania."

The proposals are open to public consultation until May 11 and are expected to be tabled in parliament in June.
