Administrator John Turner said questions over where the council will be based is one of the most common questions he is asked.
A decision will not be made during the transitional period as the three councils of Greater Taree, Great Lakes and Gloucester, are merged into the one council.
“Where the headquarters will be is a decision strictly for the new council,” said Mr Turner.
The State government announced the council merger on May 12, appointing Mr Turner as administrator and Glenn Handford as interim general manager.
Work is still continuing from each council office in Taree, Forster and Gloucester.
An election of councillors for the new council will be held in September next year.
