The Blues play in the Hastings League. Group Three clubs unanimously rejected the club's submission at the annual meeting in November. However, Kendall officials asked the management to reconsider the bid, but the management knocked the club back at a meeting last week.
"They are only interested in playing the one grade,'' group secretary Barrie Smith said.
Clubs had earlier expressed concern at one team clubs playing in the senior competition.
The competition will now proceed with seven clubs.
Meanwhile it has been confirmed Group Two will play Group Three in the annual representative game at Coffs Harbour on Saturday May 2.
"This is the same day as the under 18 trials for the East Coast sides,'' Mr Smith said.
"So there'll be three grades playing, under 16s, 18s and first grade.''
Group Three expect to appoint coaches within two months.
This will mean there will be a full round of matches on the Anzac weekend. Anzac Day falls on a Saturday this year.
"The games can be played on the Saturday, Sunday or even Friday night if the clubs agree,'' Mr Smith said.
The Group Three pre-season will kick off in March
