Second rower Tom Dooker has also agreed to terms, captain-coach Danny Russell said.
Lewis previously played with Port City and Forster-Tuncurry. He joined the Pirates last season.
Lewis alternated between lock and five-eighth for Old Bar and was the highest try scorer in the competition with 17. Lewis was co-runner up in the Group Three player of the year award.
Dooker also joined Old Bar last year from Forster-Tuncurry. He missed the early part of the because of suspension but was in the first grade side for the finals series.
Russell said a number of other Group Three clubs had shown interest in Lewis and added it was a coup for the Pirates to be able to retain his services.
Old Bar will start training in early January. Russell is confident the club will retain the majority of the side that qualified for the final this year, where they were beaten by a point by eventual premiers, Macleay Valley.
The Pirates will trial against Newcastle club Northern Lake Warriors on February 21 at Old Bar.
In further positive news for the Pirates, the club has secured Club Old Bar as the major sponsor for 2015.
