Cordner, the Sydney Roosters backrower, replaces Canberra's Josh Papalii. This will be Cordner's first game in the tournament after he missed the opening match against New Zealand, where the Kangaroos were soundly beaten.
Australia must defeat England to stay in the race for a berth in the final.
If beaten they will become the first Kangaroos team to miss the final of a tournament since the inaugural Rugby League World Cup in 1954.
Cordner made his international debut in last year's World Cup and was a member of the Australian side that accounted for New Zealand in the Anzac Test this season.
