Arcade landlord, Maurie Stack yesterday confirmed Mr Engwicht had been engaged to "propose changes for the modernisation of the arcade".
The decision follows an initial meeting with Mr Stack and arcade tenants on June 17.
"It was a terrific meeting. He is a person with lots of ideas and enthusiasm and the tenants in the arcade were greatly encouraged by his suggestions," Mr Stack said.
"I think everyone was impressed and we're prepared to allocate a substantial budget to the modernisation of the arcade. It's part of the revitalisation of the central business district."
