The promotion makes Mrs Williams the first member for Port Macquarie to serve in a coalition government executive role for almost 20 years.
"I am honoured and proud to have been appointed the parliamentary secretary for renewable energy," Mrs Williams said.
"I have always been a strong supporter of renewable energy in all of its forms and welcome the opportunity to embrace the role."
Premier Mike Baird and deputy premier Andrew Stoner announced the new parliamentary secretary line-up today.
Mr Stoner said Mrs Williams' appointment was a fantastic achievement.
"Leslie has clearly demonstrated that she is passionate about her electorate and that will obviously flow on to this important role as parliamentary secretary. This appointment shows the level of faith that the premier and I have in Leslie's abilities," Mr Stoner said.
"Leslie is an outstanding member of the community and is a strong advocate for her electorate and other regional and rural communities.
"This is a fantastic achievement for Leslie and I am sure she'll do a great job," Mr Stoner added.
